I do not see how it is possible in every case to send a letter of advice countersigned by the Colonial Secretary to the Crown Agents in the same mail with the Orders, and to attempt to do so would be to introduce an element of hurry into the arrangement which would be very undesirable.
I think, however Lord Carnarvon's wishes would be met, were instructed if the Crown Agents Endorse ...
